Duale Explains Why MPs Will Vet Only 9 Cabinet Nominees

Majority leader Aden Duale on Friday explained why members of parliament will only be vetting nine out of all the cabinet nominees announced by President Uhuru Kenyatta.

According to the Garissa Township MP, twelve of the named appointees are either retained in their first-term dockets or moved to others and therefore need not to be vetted again.

"Any appointment approved by the National Assembly would not require subsequent vetting if the reassignment is of the same nature and responsibility," Duale noted.

Attorney General Githu Muigai, in a letter, advised that those cabinet secretaries who have been reassigned or reappointed to Cabinet need not to be assessed afresh.

The advisory letter  was reinforced by a ruling by the National Assembly Speaker Justin Muturi.

"Consequently, serving Cabinet secretaries and principal secretaries who have been moved to other ministries or State departments will not require further approval of the House,” Mr Duale argued.

However, national assembly minority leader John Mbadi expressed concern on the new development stating that even the re-appointed CSs should be vetted. 

According to him, the opposition will not be a part of the whole process.

NASA is yet to send names to the committee on appointments that willvet the CSs, but Muturi highlights that that will not affect the process.

The parliamentary committees will carry on with the vetting process next week on Thursday and Friday.
