"This year, as a youthful legislator, I will be sponsoring two Bills in Parliament. One will be to push for an increment in the Higher Education Loans Board (HELB) to all universities.

"The other bill will be on the empowerment of the youth and women in accessing government credits through a subsidized fee and without much restrictions," he wrote on January 4.

When Babu was arrested for allegedly assaulting a security guard in Westlands, university students launched sreet protests as they demanded his release as well as the release of  HELB funds.

A large group of students from Parklands Campus came out and barricaded roads leading to the CB as Babu was being held in Parklands.

"We only have two ultimatums for us to get off the streets. We demand the release of our comrade Babu Owino and release of our money so that we can proceed with learning," they declared.
