Inspector General of Police Joseph Boinnet on Tuesday failed to honour a summon where High Court Judge Luka Kimaru had required him to personally bring Opposition politician Miguna Miguna to the court.
Later, it emerged that IG Boinnet had a meeting with Tourism Cabinet Secretary Najib Balala to report on the progress of investigations into the killing of Esmond Bradley Martin, one of the world's leading ivory trade investigators.
According to CS Balala, the IG confirmed to him that suspects were already in custody in connection with the Sunday night murder.
"Speaking with IG Boinnet, the Inspector-General of Police, who has confirmed that 4 suspects have been arrested in connection with the death of Dr Esmond," CS Balala tweeted.

The police boss sent a representative to the court, who together with Deputy Director of Public Prosecutions (DPP) Nicholas Mutuku, stated that Miguna could not appear in court as he had been arraigned at the Kajiado Law Courts.
Earlier, Miguna Miguna's lawyers had demanded that the Nairobi lawyer be produced at the court "dead or alive" after unfruitful attempts to access the Opposition politician.
The self-proclaimed General of the outlawed National Resistance Movement (NRM) was arrested on Friday after his Runda home was raided and has been in custody since.
He declined to answer to charges at the Kajiado courts, stating that Justice Kimaru was waiting for him to answer to the charges at the Nairobi Milimani Law Courts.
He has been charged with the crime of treason for swearing-in former Prime Minister Raila Odinga on January 30 and association with the NRM outlawed group.
Along with Ruaraka MP Tom Kajwang', the two administered and witnessed Mr Odinga take an oath to become the People's President.
