5-Point Plan Busia Senator Amos Wako Has Structured for Uhuru-Raila Talks

Busia Senator Amos Wako on Monday drew up a five-point plan to guide the dialogue between National Super Alliance (NASA) and Jubilee after President Uhuru Kenyatta and Raila Odinga held talks.

In a statement seen by Kenyans.co.kethe former Attorney General noted that the joint statement by the duo was an indication that they were ready to unite the country by dealing with negative ethnicity.

"The statement is broad enough to cater for a dialogue on all the issues confronting Kenya including NASA's 4 main issues of dialogue-electoral justice, strengthening of devolution, security and good governance.

"An enabling environment of peace and stability will be created in which Jubilee Government 4 pillars- food security, affordable housing, manufacturing, universal health care can be realised," he stated.

The Attorney General Emeritus added that five points should be taken into account when rolling out a programme that would implement the shared objectives.

First, he stated that the national dialogue should be inclusive, consultative and participatory to the two leaders by making real the 'partnership of Kenyans' which they seek.

In addition, Wako advised that where appropriate, the various organs of government, for example, the parliament and other key stakeholders such as political parties, religious leaders and civil society should be involved.

"That where Constitutional amendments and legislation are required to be enacted, the aim should be to complete the process by the end of 2019 or at the latest mid-2020 well before the start of the electioneering for the elections of 2022," he maintained.

The Busia Senator further stated that the only issues identified are those that should be discussed during this period till mid-2022 and come up with ways to resolving them.

"Electioneering or politicking or campaigning for elective office should be suspended. Let us all put Kenya first.

"Discussions should be conducted in a manner that enhances democracy. Tolerance, restraint and respect should characterize our discourse," he stated.

"Finally, the co-principals in NASA may feel aggrieved but I would kindly request them to give the benefit of doubt to the two leaders and look at the bigger picture which is that an opportunity is being created in which national issues of concern to them and the nation at large can now be effectively addressed," he advised Kalonzo Musyoka, Moses Wetangula and Musalia Mudavadi.
