Parliamentary Committee Proposes NYS Budget to Be Slashed by Ksh13.5 Billion

The National Assembly Budget Committee has proposed the slashing of the National Youth Service (NYS) budget from Ksh22 Billion to Ksh8.5 Billion.

The move will have the Institution which is currently plagued with a Ksh9 Billion scandal have its budget slashed by nearly 60 percent.

Also not spared in the purge by the Parliamentary Committee is Water Resources Management Authority (WARMA) and the Lake Basin Development Authority which will have Ksh150 Million and Ksh500 Million slashed respectively.

On the other hand, the Parliamentarians want the National Intelligence Service (NIS) allocation raised from Ksh22 Billion to Ksh30 Billion.

The national budget is projected at Ksh2.53 Trillion as the Kenya Revenue Authority is tasked with collecting Ksh1.74 Trillion.

Ksh180 Billion is expected to be appropriated in aid while Sh47 Billion are grants.

The remaining Ksh562.75 Billion will be raised through debt.

MPs raised the red flag over a worrying trend of debt which would see 29% of the government expenditure spent on repaying debt.

Compared to the previous financial year, taxpayers will spend Ksh221.2 Billion more at 870.6 Billion in repaying the debts and interests.

To cover the deficit in the budget, the legislators proposed a reduction in zero-rated products, broadening the tax base to cover nil and non-fillers, ensuring tax suppliers are compliant, cut cargo diversion and improve custom systems.

Kenyans are expected to have filed their tax returns by June 30 with the budget expected to be present on the second Thursday of the month.
