Auditor General Edward Ouko Unearths Another Ksh1.6 Billion Scandal

Auditor General (AG) Edward Ouko has unearthed another Ksh1.6 billion scandal on National Government Constituency Development Fund (NG-CDF).

According to Nation, the AG made the revelation in a report delivered to Parliament by Majority Leader and Garissa Township MP Aden Duale.

In the report, Ouko raised concerns on the whereabouts of Ksh1.6 billion in the kitty run by parliamentarians for constituency development.

"It has not been possible to confirm the accuracy and validity of the cash and cash equivalent balance," AG Ouko noted.

The AG further indicated that out of the Ksh1.6 billion, Ksh332.5 million was being held at Chase Bank as an investment despite the bank being placed under statutory management followings its collapse.

Following the move by the Central Bank, this cash can only be accessed after the bank resumes normal operations.

There were also allegations that Ksh32.5 million was fraudulently withdrawn by the NG-CDF board in the 2011/2012 financial year.

Despite Auditor General raising alarm, each of the 290 constituencies is set to receive Ksh117.9 million, up from the Ksh80 million they have been receiving.

This is part of the Ksh35 billion set aside by the National Treasury to finance NG-CDF in the financial year 2018/2019.

Ksh111.8 million of the constituencies' money is meant for equitable share and Ksh6.1 million is an emergency reserve as set aside by Treasury Cabinet Secretary Henry Rotich.
