Interior PS Kibicho Explains Why Ruto Attended Function Without Security

Interior PS Karanja Kibicho has explained why DP William Ruto was forced to attend a church function in Nyeri county without proper security.

In an interview with the Nation, Kibicho stated that the DP's handlers did not furnish the Ministry with Ruto's itinerary of his tours across the country and as such necessary planning could not be conducted to provide security officers for some of his functions.

Rubbishing claims that the government had withdrawn Ruto's security, the Interior PS stated that there was poor communication between the DP's team and the police on the ground.

“There is no way anyone can downgrade the security of the Deputy President. It is not possible,” he divulged.

He added that the police rushed to the function when they were informed that the DP was around, which was already too late.

They found the function had already ended.

Kibicho further explained that the response by the police officers was also affected by the ongoing Huduma Namba registration exercise.

“Officers had been deployed to cover the Huduma Namba registration and when they learnt of his (Deputy President’s) arrival, they rushed to the scene but arrived when he had already left. It was a brief function,” he further told the publication.

Protocol dictates that when top government officials visit an area, a notice is sent in advance to the County Commissioner in the area who make necessary arrangements and deploy security officers to the area prior to the function.
