How PS in Dam Scandal Was Arrested Moments to Flying Out

East African Community PS, Susan Jemutai Koech, was implicated in the now infamous Kimwarer and Arror dams scandal, alongside Treasury CS, Henry Rotich, his PS Kamau Thugge and a host of other government officials. 

Nation reported that when news broke, that PS Koech was wanted by detectives, after DPP Noordin Haji gave the order, she was headed to JKIA.   

Susan was ostensibly ready to fly out of the country, for official duty, when the officers struck. 

As events unfolded, what would have been a productive day for her, turned out to be a nightmare.  

She was then driven to DCI headquarters along Kiambu Road, where other suspects were also held. 

They were joined by lawyers in the boardroom of the Serious Crimes Unit at Mazingira Complex.

One by one, the suspects were summoned to write their cautionary statements and were informed of their charges. 

Sergeant Victor Ndakaya, who spoke to Kenyans.co.ke, explained that a cautionary statement is different from a normal statement in that, it is written when high profile people are involved and is penned by an officer with the rank of an inspector and above. 

The suspects spent the night at Muthaiga Police Station, before being arraigned in court on Tuesday

Despite the senior government officials being in court, activities are still running within their dockets, as disclosed by Government Spokesperson, Major (Rtd) Cyrus Oguna.

"There can never be a vacuum in any government office. On who has been delegated the role of ensuring activities are undertaken as required, I can't state as it is a ministry's internal decision," Oguna spoke to Kenyans.co.ke on phone.
