County Barred from Hiring Employees

The Ethics and Anti-Corruption Commission has stopped a county board from recruiting employees after the commission questioned the legality of the board.

The EACC issued a directive against the Homa Bay County Public Service Board through a letter to four board members; has been barred from recruiting employees by the Ethics and Anti-Corruption Commission.

The commission issued the directive through a letter to four board members; Elijah Kodo, Lawrence Oteng’, Sarah Nekesa and Lameck Ogot who is in charge of recruitment and selection.

The letter written by the Commission Secretary has barred the board from hiring, appointing and promoting workers in the county.

The county board was accused of recruiting workers yet it was not properly constituted. The employment and Labour Relations Court in Kisumu barred the board from recruiting 204 employees.

"Homa Bay County Public Service as currently constituted does not have a quorum to conduct business as required under Section 58(1) of the County Government Act 2012. Any action undertaken by you is deemed null and void,’’ the EACC told the board members.

The board is to engage the Public Service Commission or a fully constituted public service board from another county to recruit workers on their behalf.

‘’Take note that you shall be held jointly or severally liable for any breach of the law amounting from the actions cited above,’’ the EACC warned.

There have been wrangles in the board and the chairman Daniel Ogada, secretary Collins Agutu and Tobias Odundo who is a member have lodged complaints against the four board officials.

The EACC copied the letter to the County Secretary Isaiah Ogwe and Governor Cyprian Awiti.
