Court Issues Warrant Against Four Officers

The Independent Policing Oversight Authority (IPOA) called for investigations into the disappearance of Philip Otieno Ondiro, who allegedly disappeared in February, 2015.

On that fateful day, the deceased called his mother for a few minutes sounding distressed but the family never heard from him again.

This prompted them to look for him in the mortuaries around Nairobi but to no avail. They then decided to alert authorities such as the Inspector-General of police, who filed a missing persons report.

According to the IPOA report released on Thursday, October 28, authorities had received information from different sources such as the Director of Public Prosecutions, the Internal Affairs Unit of the Nation Police Service, and one of Mr. Ondiro's friends.

The investigations revealed that four armed men stormed Mr. Ondiro's house in Kiamaiko, Nairobi. They then dragged him out and  bundled him into a waiting car, and drove off.

"The investigation established the incident amounted to criminal culpability and recommended to the ODPP, the prosecution of officers suspected of involvement," the report read in part.

This led to the Magistrate's court issuing arrest warrants for the four officers- Francis Githonga, Carlistys Ekidor Apalla, Samwel Makaya Makori, and Alex Munene.

According to the Court, the officers will now face charges on the account of abducting in order to murder.

The task force stated that it remains committed to being independent, impartial, and fair.
