The National Treasury has asked the Inspector General (IG), Hillary Mutyambai, to comply and familiarise himself with the Constitution and other statutes following his appointment as the accounting offer of the National Police Service (NPS).
In a letter dated, Thursday, September 14, Treasury Cabinet Secretary Ukur Yatani effected the directive by President William Ruto transferring accounting powers of the NPS from his office to the IG's.
He, however, indicated that the IG ought to be updated on all financial matters of the Ministry of Treasury and provide information and reports as may be directed by the CS.
Mutyambai was also asked to understand the law as dictated in several Acts including the Public Finance Management (PFM) Act 2012, the PFM Regulations (National Government) of 2015, the Public Procurement and Disposal Act of 2015, and the Public Audit Act of 2015.
The PMF Act details the effective management of public finances by the national and county governments.
While the Public Procurement and Disposal Act of 2015 provides procedures for efficient public procurement and for assets disposal by public entities; and connected purposes.
Finally, the Public Audit Act of 2015 provides the functions and powers of the Office of the Auditor-General in accordance with the Constitution, and for connected purposes.
These are among other laws and regulations, directives, and leaflets that will emanate from the National Treasury.
"The Cabinet Secretary to the National Treasury, may from time to time, call for meetings of accounting officers to deliberate on public finance management issues, which you will be expected to attend in person," read part of the statement from Ukur Yatani dated Thursday, September 15.
Also, the IG will be accorded a guide on the responsibilities of accounting officers and receivers of revenue in line with the management of public finances.
The Inspector General was granted more power by president William Ruto on Tuesday, September 13, when he assured autonomy of the National Police Service.
"As I address you, I have instructed that instruments conferring financial autonomy to the National Police Service by transferring their budget from the Office of the President and designating the Inspector General as the accounting officer to be placed on my desk by this afternoon," Ruto declared.
