In a sworn affidavit dated Saturday, October 15, a lead detective claimed that former Director of Criminal Investigations George Kinoti directed cops to 'frame' Deputy President Rigathi Gachagua in a Ksh200 million graft case.
The detective alleged that Kinoti directed the team to act promptly to ensure Rigathi was arrested and charged despite the lack of satisfactory evidence.
"Due to pressure from our boss, we were not able to cover crucial areas of the investigations that would have shed some light on the case," his affidavit stated.
"While investigations were still in progress, the (former) director of DCI, George Kinoti CBS, directed us to make recommendations that will enable the accused persons to face charges," the affidavit read on.
He added that they were given 'very strict and fixed' timelines to find exhibits.
"This made the team unable to conduct thorough and comprehensive investigations into the allegations," the detective claimed.
Several key areas in the investigations were not extensively covered to verify the innocence or guilt of the deputy president, according to the top sleuth.
The detective further claimed that proceeding with Gachagua's second Ksh7.3 billion graft case would be unfair since crucial areas were sidelined.
Consequently, he applied for the case to be withdrawn by the court.
Notably, Gachagua was arrested on Friday, July 23, 2021, by DCI officers who raided his home in Nyeri. The officers made their way to his home in a 50-car convoy.
"As predicted, two dozen DCI officers raided my Nyeri home and arrested me to face trumped-up money laundering charges.
"I was driven to Nairobi at reckless speed to spend the weekend in the cells," Gachagua lamented, adding that the former DCI boss loved televising drama and theatrics.
Kinoti, who resigned from his role as DCI boss, had not yet responded to the allegations by the time of publishing. He was expected to file his response in court.
