The Internal Affairs Unit (IAU) of the National Police Service has a new boss, succeeding Mohamed Amin who was appointed Director, of the Directorate of Criminal Investigations (DCI) by President William Ruto on October 14.
A source within the police told Kenyans.co.ke that David Kipkosgey Birech took over as the Director of IAU on Wednesday, December 7.
Before his new appointment, he worked at the Directorate of Reforms at Jogoo House and Staff Officer training at Vigilance.
He was also in the running to replace former DCI boss George Kinoti after he resigned in late September.
Notably, Kinoti at the same time former IG Hilary Mutyambai resigned after he had earlier taken a medical leave.
The Unit has also received ten new seasoned investigators from the DCI.
They were identified and recruited in 2021 but due to logistical issues, they remained at the DCI until recently when Inspector General (IG) ordered the Director of DCI to release them to report to IAU to boost the investigations department.
As the new director at IAU, he will be mandated to investigate torture, cruel, inhuman, or degrading treatment or punishment subjected to any person by the police officer.
Also, he will receive challenges faced by police officers as well as any grievances they face at work.
In cases where a police officer is found guilty of manhandling a civilian, Birech is tasked to undertake disciplinary proceedings against the officer through a direction from the Inspector General.
Some of the sections of the unit include complaints management, legal action, investigations, logistics, research, and human capital management.
Notably, the director of IAU is responsible to the IG for the effective and efficient administration, operations, training, and internal oversight of the unit.
