Treasury Transfers 53 Top Managers After Ruto's Directive

Treasury has effected sweeping changes across ministries, following President William Ruto's warning and Executive Order.

In a circular dated January 13 and seen by Kenyans.co.ke, Treasury Principal Secretary Chris Kiptoo directed his counterparts in various ministries to facilitate the transfers of the 53 supply chain managers and directors. 

Dr Kiptoo asked PSs to ensure that the transferred officials are stationed to their new workplaces before end of January 2023. 

"You are requested to facilitate the release of the affected officers to report to their new stations in line with Public Service Commission guidelines after proper handover not later than January 23, 2023," the circular read in part.

The PS made reference to President Willliam Ruto's first order of 2023, in which the head of state re-organised his government. 

"Following the re-organisation of the government vide Executive Order Number 1 of January 6, 2023, it has been agreed that the following transfer/deployment regarding the headship of Supply Chain Management within the Ministries/Departments and agencies be effected with immediate effect," Kiptoo ordered. 

Among those who transferred are Caleb Ogot, Peter Njoroge Mwangi, Nathan Soita, Joel Kiptoo, Sebastian Mokua, and Kenneth Mwangi. 

On Thursday, January 12, President William Ruto warned Inspector General of Police Japhet Koome of schemes that government officials use to steal money from various ministries. 

The President noted that supply chain and procurement officials are known culprits for the theft of public funds. 

"I took police budget from the Office of the President and reverted it back to the office of the Inspector General because I wanted to evade corruption cartels that have been stealing from the officers," Ruto explained.

"We will not allow money meant for security agencies to be stolen by corrupt brokers in the government," Ruto warned.

Ruto also promised to take stern action against supply chain managers who will be found to have taken part in corrupt activities.
