President William Ruto on Monday, March 6, assented to the Supplementary Appropriation Bill (National Assembly Bill No. 4 of 2023).
According to a dispatch from State House, “The Supplementary Appropriation Bill, 2023 seeks to give authority for the issuance of Kshs 200.7 billion out of the Consolidated Fund and apply it towards the supply granted for the service of the year ending on 30th June 2023."
“Consequently, the Bill has also reduced the supply by Kshs.143.73 billion to the various votes. This will play a critical role in catalysing economic performance through enhanced government consumption by the various spending agencies,” the dispatch read in part.
Ruto noted that the government has provided more than Ksh60 billion that will ensure uninterrupted delivery of services to the people. Additionally, the recurrent budget has been increased by Ksh94 billion to cover pending bills and other pressing needs.
Additionally, the bill has provided for the needs of students in Junior Secondary School noting that, “The Supplementary Appropriations Bill, 2023 includes provisions for capitation for students entering Junior Secondary School to guarantee a seamless transition.”
Moreover, the bill set out funds for the recruitment of additional teachers and the improvement of school infrastructure in both primary and secondary schools.

NACONEK is a semi-autonomous government agency in the State Department of Basic Education of the Ministry of Education. One of its main functions is to initiate the development, development, and review of policies on all matters relating to nomadic education in Kenya.
“We have provided more than Sh60 Billion in the Supplementary Appropriation Bill (National Assembly Bill No. 4 of 2023) that will ensure uninterrupted delivery of services to the people,” Ruto stated after assenting to the bill.
The President noted that the country’s food security challenges need long-term solutions and also short-term, crisis-relieving measures. The supplementary bill will affect most of the Ministries Departments and Agencies (MDAs) in the government.
Attorney General Justin Muturi, Speaker of the National Assembly Moses Wetang'ula, National Assembly Majority Leader Kimani Ichung’wah, Budget and Appropriations Committee chairperson Ndindi Nyoro, and Chief of Staff and Head of Public Service Felix Koskei were present during the event.
