Sakaja Rolls Out Revenue Compliance & Enforcement Team in 17 Sub Counties

Nairobi Governor Johnson Sakaja on Tuesday, April 16, announced that he was rolling out revenue compliance and enforcement teams to ensure all businesses paid the required levies and fees. 

In a statement, the governor announced that the enforcement team would work in all 17 sub-counties across the capital.

The team was formed after a three-month grace period for entrepreneurs so as to adopt the Unified Business Permit (UBP) and take advantage of the Land Rates penalty and interest waivers issued in January 2024. 

At the time, the Nairobi County administration restrained its compliance officers from verifying payments.

"In January 2024, I directed that enforcement would not be done for a period of 3 months to allow Nairobians to acclimatise with the new license regime,” Sakaja stated.

“In those three months, we have streamlined our identification process which will have properly uniformed officers who will have gadgets that will be able to detect the status and validity of UBPs.”

To ensure that impostors do not raid businesses claiming to work for the County, the enforcement team list will be made public. 

Every Nairobi business owner will be able to know the names of the officers as they will be published in the dailies as well as on the County website. 

“The officers will soon have staff IDs with a QR code for members of the public to scan and verify their legitimacy," Sakaja explained further. 

Apart from ensuring that all businesses comply with requisite payments, the team will also assist business owners in complying with all county requirements.

This enforcement team will be led by County Executive Committee Members (CECM) and County Chief Officers (CCOs). 

The team will also be supported by various officers including sub-county administrators and revenue officers.

Some of the payments that will be enforced include; land rates, parking fees, Unified Business Permits, building permits, billboards, advertisements (movable and non-movables), and market services charges. 

Others are houses and market stall rentals, medical, health and fire certificates, and loading zones.
