How MPs Swindle Billions from CDF

A report by the Auditor General Edward Ouko has revealed that Billions of Shillings are being misappropriated at the Constituency level through unconventional means.

According to the findings of the report, the Constituency Development Funds (CDF) were used in unsupported expenditure, inactive projects, irregular payments and procurement.

The report gave a breakdown of how various constituencies attempted to dupe the Government; for instance a CDF office was constructed in Kacheliba Constituency at Sh9.7 Million but was only halfway done.

“Payments to the contractor stood at 97.2% and therefore the remaining balance of Sh280,000 is not enough to complete the project,” Ouko said.

In the report, the Auditor General further revealed that bursary funds had also become a cash cow for “greedy” leaders.

In Laikipia East, Sh9.3 Million was set aside for bursary purposes with Limuru and Mukurweini constituencies allocating Sh3.9 and Sh2 Million respectively, funds that Ouko said could not be accounted for.

Idle projects such as the construction of Nazareth Police lines in Limuru cost the constituency Sh3.3 Million while in Kirinyaga Central, Sh18 Million was used in construction of four health facilities and security projects that also lay idle. 

“Physical verification of the projects revealed that they were not being utilized for reasons that were not explained,” Ouko said.

These revelations come months after Mr Ouko criticized the National Government for losing Sh67 Billion in 2014-2015 financial year.
