Waiguru 'Lied' About Arrests in NYS Scandal

Former Cabinet Secretary Anne Waiguru organised arrests, police raids and investigations in the National Youth Service scandal according to the affidavit by key suspect, Josephine Irungu Kabura.

In the court papers, Ms Kabura makes damning claims unveiling that the then CS Waiguru faked everything to shift blame in the Sh791 Million scam from herself. 

The business woman says that her own arrest and the raid on her house by anti graft detectives were fake, since she had been tipped off by Joseph Mugwanja who is the head of Banking Fraud Investigations Department.

Ms Kabura claims that when she was apprehended by police on July 21 last year, she did not spend the night at Kileleshwa Station as it was presumed by many, but was taken back to the station in the morning so it could appear she was detained all night. 

She further alleges that on November 24, when she was arraigned in court, Mr Mugwanja who was the lead investigator in the massive theft at NYS, was the same person that bailed her out.

Ms Kabura made headlines on Monday when information in documents she filed in court were made public in which several well known personalities are linked to the scandal. 

According to Kabura, when reports emerged that the Central Bank was questioning huge payouts at NYS, Ms Waiguru allegedly organised a meeting at her Runda home attended by among others: Political Scientist Mutahi Ngunyi, Mr Hassan Noor who was the Devolution Ministry Chief of Staff, and Mr Joseph Mugwanja. 

It was at the meeting, that Ngunyi who worked as a consultant for the NYS, advised Waiguru to release an official statement to calm the public rage.

However, the political commentator on Tuesday denied attending such a meeting, claiming that he neither knew Ms Kabura nor Waiguru. Mr Ngunyi further threatened to sue Kabura for defamation following the claims.

Also on Tuesday, Waiguru denied ever knowing or meeting Kabura, terming her claims as a smear campaign by cartels out to see her downfall. Ms Kabura indicated in her affidavit that the former CS was the one who introduced her to doing business with the NYS promising her good returns.

Following the serious allegations against Waiguru, the Ethics and Anti Corruption Commission (EACC) announced on Tuesday that it was opening fresh investigations into the NYS saga.
