Why You Could Be Arrested If Your Dog Barks Too Much

The Nairobi County Government has introduced a motion that seeks to control the barking interval of dogs in the City.

The Dog Control and Welfare Bill 2015, indicates that owners of dogs that bark for more than six minutes within an hour will pay a Sh5,000 fine.

“A person shall not keep any dog which barks, yelps, howls or whines for more than six accumulated minutes in an hour or more than three accumulated minutes in half an hour,” the bill states.

In addition, the proposed law states that dog owners who shall breach the law would be fined double the penalty, while owners of dogs that charge at vehicles, people, poultry and animals outside the compounds where they are kept will also face similar fines.

The proposed law also seeks to eliminate stray dogs in the city and gives the county authority to seize and destroy the canines, including those without licences.

If the bill is approved, the County officials will have the mandate to seize and destroy the canines that ‘break the law’, and those without licenses.

To reclaim a seized dog, the owners will have to part with a penalty of Sh2,000 and production of an annual license to own the dog.

Persons who will be found roaming in public with dogs that are not in a leash will also be hit with a Sh5,000 fine.

The move, which also seeks to control injuries and damages caused by dogs, follows past incidents where persons have been mauled by dogs that were not restrained.
