Principal Secretary for Medical Services, Dr Ouma Oluga, on Thursday, December 11, 2025, launched the Mashinani Programme at Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH), a new initiative designed to take essential healthcare services directly to communities.
The programme is expected to strengthen early diagnosis, reduce congestion at the referral facility, and improve access to care for underserved populations.
PS Oluga also launched the Digital Transformation of JOOTRH, a comprehensive automation plan aimed at streamlining operations and improving service delivery.
This digital shift will introduce smart systems in records management, patient flow, billing, and clinical operations.
He also commissioned a rainwater harvesting system and the solarisation of the Outpatient Department to promote sustainability and reduce the hospital’s operational costs.
These two initiatives will ensure a reliable water supply and clean, renewable energy. These efforts are designed to support uninterrupted service delivery while strengthening the hospital’s resilience against resource shortages.
Additionally, the Ps officially launched the renovated Oncology and Palliative Care Clinic, now equipped to offer improved, patient-centred care to individuals undergoing cancer treatment.
Enhanced clinical spaces within the upgraded facility are designed to provide dignified care, compassionate care to patients and their families as they navigate complex health challenges.
During his visit, Dr Oluga interacted with patients and frontline health workers across multiple departments to understand their daily experiences and gather direct feedback.
The launch of these programs came months after Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) was officially transitioned from county management to full national government oversight.
The upgrade follows the hospital’s recent elevation to Level 6A status and the appointment of Dr Olang’o Onudi as the Non-Executive Board Chairperson by President Ruto.
