High Court Blocks Presidential Delivery Unit From Advertising Jubilee Projects

The High Court has barred the Presidential Delivery Unit (PDU) from placing adverts on the achievements of the Jubilee government.

Justice Chacha Mwita granted the order stating that the government should not advertise its achievements in print, electronic, banners or hoardings in public places.

This decision came pending determination of a case filed by Katiba Institute on Septemeber 28 after the Unit's failure to respond to queries on how much money was spent on #JubileeDelivers advertisement campaign.

The case was based on adverts the government ran under the hashtags #GOKDelivers and #JubileeDelivers.

The Lobby Group filed the case in line with the Right to Access to Information as provided for in Article 35 of the Constitution.

The petition read: "The Presidential Delivery Unit has been sued because it failed to provide information sought by the petitioner through a letter dated August 17, 2017."

Justice Mwita directed the respondents to file and serve their response in seven days.

In April, President Uhuru Kenyatta and Deputy President William Ruto officially launched https://www.delivery.go.ke/ website to help Kenyans track all development projects carried out by the Jubilee administration in the last four years.

The portal relayed stories and facts about the progress of the Jubilee government and its achievements following criticism by the Opposition that President Kenyatta had not delivered on his promises.

Established in 2015, the Presidential Delivery Unit is a centre of government function based in the Office of The President.

Its primary remit is to improve the coordination of National Government flagship programs, monitor, evaluate and report on and the timely fulfillment of the President's key development priorities.
