How Government Will Deal With Raila's Swearing-in - Leaked Memo Reveals

A memo from a confidential Jubilee Party strategy meeting has been leaked to the media, revealing how the Government plans to deal with the scheduled swearing-in of National Super Alliance (NASA) leader Raila Odinga as the People's President on 12 December.

According to the memo that was leaked to KTN, the meeting attended by over 30 Jubilee legislators, at least 12 Governors and Jubilee Party strategists resolved to downplay Odinga's swearing-in and instead make a mockery of it.

This is supposedly because Jubilee strategists believe that NASA has been setting the agenda, and making it appear that the former Premier and President Uhuru Kenyatta were equals.

Jubilee's social media team has even been marshalled to create content poking fun at the event.

The memo reads in part: “There are many presidents of many associations in Kenya – including the children’s parliament, Team Mafisi, boy child, etc. There is nothing wrong with Raila swearing himself as President of an association.

“Social media should design a graphic to poke fun at Raila swearing-in,” it recommended.

The resolutions of the meeting, that were forwarded to President Kenyatta and DP William Ruto, also recommend that the newly constituted cabinet be named as soon as possible to block any avenue for NASA to be part of a coalition covernment.

Hardliners within the Jubilee Party are reportedly concerned that putting off the exercise could lead to the creation of a power-sharing agreement as a compromise with the opposition.

The leaked memo also revealed that Jubilee planned on painting Mr Odinga as an isolated man. The plan is reportedly to show how devolution, and even governors allied to NASA, are working.

It alleges that strategist Washington Makodingo was tasked with writing an opinion piece to run in the local dailies showing the success of devolution over the past 5 years. Gabriel Muthuma will supposedly appear on several TV shows to push the devolution narrative as well.

Finally, the memo recommends that allegations of police brutality and extra-judicial killings be met with the response that police 'are simply doing their job' and 'operate independently'.
