Duale Explains Why NASA Will Not Be Able To Impeach Matiang'i

Majority Leader , Aden Duale on Wednesday warned National Super Alliance(NASA) MPs against their plans to impeach Education Cabinet Secretary(CS) Fred Matiang'i over the mass failure witnessed in the Kenya Certificate of Secondary Education (KCSE) exam.

In a post seen by Kenyans.co.ke Duale warned that there are procedures to be followed to remove a CS from office.

He also highlighted that in order to remove Matiang'i from office all papers drafted in the parliamentary process has to pass through him and the speaker of the national assembly, Justin Muturi.

"It's only the Leader of Majority or Minority who can write to speaker on recalling parliament on a matter of national importance and if in the view of the speaker who then will gazette the special sitting day and the agenda," read the post.

This comes after some NASA MPs threatened to impeach the CS over poor results from the 2017 national exams.

Saboti MP Caleb Hamisi and Uriri MP Mark Nyamita ,in a press statement on Wednesday, faulted the CS for the failure marked in the KCSE exam.

"We cannot as a nation afford to treat any generation unfairly, we cannot afford to lose potential in any of our brothers, sisters, sons and daughters."

"This unfairness must be corrected now and we call upon the Cabinet Secretary for Education Dr Fred Matiang'i to resign immediately," MP Amisi demanded.

However, Duale advised the lawmakers to read the standing orders of the house first and those of speakers communication in the 11th parliament on the threshold and signatures required.

He reitarated that it is not easy to impeach a CS of Matiangi cailbre who has performed well. " It's not a walk in the park," he noted.

Matiang'i has been accused of rushing to make the results available without a proper audit and moderation, leading to mass failure among students.

Two students have since killed themselves for apparently failing in the exams.

The NASA MPs observed that only 11% of the 615,000 students who sat for the exam were qualified to join any tertiary level institution.

The Uriri legislator conveyed that the team had petitioned the National Assembly Speaker, Justin Muturi, to convene an urgent sitting of parliament to discuss the issue.
