Final Test for Nelson Marwa Before Starting Principal Secretary Job

Former Coast Regional Coordinator, Nelson Marwa, is set to appear before the National Assembly Finance and Planning Committee as the final vetting requirement before taking up his position as the Principal Secretary (PS) for Devolution.

Mr Marwa was on Thursday notified that he would be expected before the departmental committee on Wednesday, February 21, 2018, at 10:30 a. m.

The notice published by National Assembly Clerk Michael Sialai further stated that the PS nominee would be required to bring clearance documents from the Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB) and the Directorate of Criminal Investigations (DCI).

Mr Marwa, along with all other PS nominees, will be vetted by the various Parliament department committees, as required by the law, on February 21 and February 22.

The Parliament Committee on Appointments vetted Cabinet Secretary (CS) nominees and tabled a report in Parliament seeking to have all the nine approved to join President Uhuru Kenyatta's second term cabinet. 

Members of Parliament (MPs) affiliated to the National Super Alliance (NASA) coalition walked out of the parliamentary proceedings leaving the majority to adopt the report as tabled.

NASA lawmakers have stated that they do not acknowledge President Kenyatta as the Head of State and have declared that they will not take part in vetting his nominees to the various ministries.

The Opposition is yet to give a directive on whether or not their members will participate in the vetting process at the committee level.

Others set to face the committee panels are former CSs who have been appointed as Ambassadors and High Commissioners as well as those nominated to the Judicial Service Commission (JSC) including former Kenyatta University Vice Chancellor Olive Mugenda.

President Kenyatta's nominees have been a subject of contention as politicians continue to demand consideration of the regions that voted overwhelmingly for the President as others oppose the nominees based on their qualifications.
