DCI Arrest Mastermind Behind the Fake laptop Tenders to State House

DCI officers, on Wednesday, arrested Fredrick Muhanji Mangala alias Douglas Simiyu who allegedly impersonated to be a National Intelligence  Service Officer.

Muhanji is alleged to be the master planner of a State House laptop supply tenders scam which defrauded a number of Kenyans of their hard earned Money.

Muhanji was arrested yesterday in Kakamega and charged with obtaining money on a false pretence, a crime under section 313 of the penal code.


The police have been trying to crack open the fake laptop tender syndicate which they suspected had links to top government officials.

Prior to Muhanji’s arrest, Police had arrested Eric Otieno Atanga,  David Mapili, Jackson Kiharo, George Ochieng Onyango and Mercy Wahiga Wanjiku who were members of the syndicate.

According to Charles  Gathii, a victim, he was approached by a man named Simiyu who fooled him with fake stationery from State House and the DoD.

Simiyu even took the victim to the delivery unit at State House, which is a protected area, to confirm whether the tenders were genuine.

He was then issued with a stamped delivery note. The syndicate ended up stealing 1,200 laptops worth Kshs240 Million from his company.

The syndicate used the same method to scam other unsuspecting Kenyans with promises of big government tenders.

Officers hope that Muhanji's arrest will help unearth the government officials involved with the syndicate.
