ODM Leader Raila Odinga Pushes for Slashing of MCA Seats

ODM leader Raila Odinga, during Rangwe MP Lillian Gogo’s homecoming in Homa Bay County, suggested that the MCA positions in the constitution are slashed to reduce the wage bill.

He suggested the slash as part of the changes that should be made in the proposed referendum to ensure that devolution is implemented effectively.

Raila pointed out that the country was over-burdened by the number of MCAs who consumed millions of shillings in salaries since the county governments spend up to 70 per cent of their budget, leaving only 30 for development.

“The 30 per cent of the funds left for development is not enough. We need to eradicate poverty in our counties,” he added.

Raila suggested that the country elects fewer efficient ward reps instead of electing many whose only role was to cause internal wrangles in the county assembly.

“When we voted for the new Constitution, we expected everyone to enjoy the fruits of devolution. We are yet to realize this because counties spend much on salaries and incessant wrangling,” Odinga stated.

He pointed fingers at County Assembly members who were constantly engaging in fights thus affecting service delivery to residents.

“You cannot solve your differences by fighting. Be mature and follow the law,” he urged the ward reps.

He also accused some MCAs in other counties of intimidation and blackmail, pointing out Siaya and Homa Bay representatives.

“Some MCAs have made a habit of asking for money before they pass anything. They should be ashamed of themselves. Their role is to work for the people, not their pockets,” he said.
