Mysterious Millionaire Baffles EACC

A key official in the County Government of Trans Nzoia is on the spot after it emerged that he had amassed wealth amounting Ksh300 million in a mere 5 years, on a Ksh100,000 salary.

Andrew Musuya, who is the county's principal finance officer will however not enjoy his wealth after Justice John Oniyiengo ordered that his accounts be frozen. 

According to The Standard, the money was said to have been embezzled from the county coffers.

EACC revealed that Musuya's two banks accounts had transacted over Ksh278.5 million and he had further acquired prime property in Mombasa, Kilifi, Mtwapa and Bungoma counties. 

The suspect and his wife were further ordered to surrender two top-of-the-range vehicles valued at over Ksh10 million, which were also suspected to have been acquired from the proceeds of crime.

"Should they fail to deliver the vehicles and their logbooks within seven days, the EACC has the liberty to seize tow and detain the motor vehicles for purposes of preservation withing the nearest police station," the court ruled.

The judge further stopped Musuya from accessing Ksh3.5 million he allegedly deposited in the account of Sachdeva and Nabhan Advocates, to purchase some property on his behalf.

According to the former accountant's wife Salome Waleghwa, she had contributed to their massive wealth through her Ksh40,000 salary, boda boda business and selling beans.

EACC claimed that Musuya used his official position to engage in corrupt dealings and acquired the unexplained wealth.

His cumulative salary (approx Ksh6 million without taxes and deductibles) could not justify the total value of his assets comprising land worth Ksh226 million, cash deposits worth Ksh45 Million, Ksh8million in the form of mobile money transactions and vehicles worth Ksh10 million.

EACC further stated that Musuya had constructed a multi-storey house worth millions in Mtwapa, Kilifi County, bought a plot at Kwamonzo Village, three high-end fuel guzzlers and opened a petrol station at Mukuyu Town from the time he was employed in November 2014.
