Cop Disciplined for Refusing to Chase Away Cows from Boss' Home

A police officer has been booked with three indiscipline counts following an altercation between him and a senior female cop. 

The officer at Akila Police Station in Langata was accused of disobeying a lawful command from a senior police officer, using insubordinate, disrespectful language against an officer of senior rank and knowingly making false complaints against the senior officer, affecting her character. 

In return, the officer filed a complaint against his boss over what he termed as overstepping his mandate by ordering him to chase away cows that had trespassed into his residence, according to the report seen by Kenyans.co.ke

According to the cop, the senior police officer who is attached to West Park Police Station allegedly instructed him to drive the animals away by threatening him with dire consequences if he defied the order.

The police officer maintained that the directive was out of order maintaining that it lowered his dignity.

"She has come to the report office and instructed me to go and chase cows near the block she resides in. This is an insult to my intelligence and it lowers my dignity and reputation as a police officer. With due respect she is acting beyond her mandate by wanting to reduce me from a law enforcement officer to a herdsman," the police officer explained

Other than filing the report, he has called on Lang'ata police station to open a probe into the alleged misconduct by a senior cop at Akila Police Station.

"In furtherance of and reference to my earlier entry indicating Stapol Akila police station, no 99878 do hereby invite SCPC Langata to remind the aforementioned stapol to read and acquaint herself with the object of NPS as stipulated by the articles 244 (a) and 244 (d) of the constitution of Kenya 2010," his report added.

The issue between the two can be traced back to 2019 and beyond, with the two cops having filed several accusations against each other. 

In one report, the junior cop lamented that he was forcefully granted a day off work that he did not request. He further argued that the senior cop had proceeded on a day off work twice in a month while other officers were denied the same. 

The National Police Service (NPS) has however not issued a comprehensive statement regarding the incident at one of the city police stations. The mentioned senior officer, as well, had not responded to the accusations levelled against her by the time of this publication.,

According to Public Officers Ethics Act, harassing any state officer is illegal and is punishable by law.  The Independent Policing Oversight Authority (IPOA) on the other hand investigates cases involving cops majorly stemming from extra judicial killings and other complaints filed by the public against cops.

To address cases of mistreatment in the service, the NPS has established other organs that have been tasked with overseeing the welfare of all cops.  They include the introduction of guiding and counselling departments which has been essential in addressing the mental health needs of officers.

To achieve 100 per cent sanity, cops are subjected to frequent mental tests to ascertain if they are fit to serve.

The tests together with mental talk sessions allow others to open up on any form of pressure from their workstations.
