Ruto's Lawyer Goes After CS Mucheru Over Last-Minute Appointment

President William Ruto's legal advisor, Korir Sing'oei, has questioned the outgoing ICT CS Joe Mucheru for allegedly appointing Stanley Kamanguya as the Chief Executive Officer (CEO) of the ICT Authority.

Sing'oei, on Tuesday, September 20, argued that the appointment was made towards the end of retired President Uhuru Kenyatta's term in office. 

According to an internal memo shared by the lawyer, Kamanguya was allegedly appointed on August 8, the eve of the General Election, but the company staff were notified a week later.

"An appointment made by Joe Mucheru on August 8 - a day to the elections - and purportedly communicated on September 15 is highly irregular and must be revisited," Sing'oei stated.

The document shared by the President's advisor, purported to be from the authority's board of directors, announced that Kamanguya took over from Ag. CEO Dr Paul Kipronoh.

"We wish to inform you that the ICT CS, vide his letter reference MIIYA/CONF/18/08 and Gazette Notice No 9536 of the same date has appointed Stanley Kamanguya as the CEO.

"We extend our gratitude to Dr Ronoh for his exemplary service in steering the Authority and on behalf of the Management and staff, wish him well," read the statement signed by Board Director Fahmo Mohammed.

Dr Kipronoh was appointed by Mucheru in September 2021 following the retirement of Catherine Getao. The former acting CEO had served as the authority's standards of programmes director.

A CSs term ends with the appointment of a new cabinet member by an incoming president. 

On September 18, deputy president Rigathi Gachagua confirmed that he and Ruto were working with CS and officials appointed during Uhuru's term.

Gachagua stated that the officials would continue to serve until the nomination, approval and appointment of new ministers.

Kenyans.co.ke reached out to CS Mucheru and the ICT Authority for comments on the matter raised by Sing'oei but none had responded by the time of publication.
