NTSA's 9 Guidelines for Drivers Retaking Test After Murkomen Order

The National Transport and Safety Authority (NTSA) on Monday, June 19, issued guidelines to motorists across the country who were set to retake driving tests before renewing their licences.

Motorists in line to take the tests were required to undergo physical fitness tests, including an eye and hearing examination conducted by a qualified medical practitioner, in addition to providing a certificate.

Guidelines for Drivers

NTSA stated that the test would be retaken by Public Service Vehicle (PSV) and commercial drivers. Drivers with B3, D1, D2, D3, C, C1, CE and CD endorsements were among the motorists required to take the test before renewing their licences.

Additionally, drivers within the mentioned classes would retake the test after every three years. These tests would be conducted in the Driver Test Units provided by NTSA. 

"The driving tests are conducted by driving test examiners (DTE) and shall include a test of the applicant’s,” NTSA announced. 

Further, motorists were directed to apply for the re-tests online through a simplified process that ensured transparency for drivers and NTSA officials.  

"All driver re-test application processes have been simplified and designed to provide transparency both internally and externally. A re-test application is lodged through the driver's account, which is accessed using the eCitizen login credentials," NTSA explained. 

The drivers will also pay a processing fee, stipulated by the road authority, via eCitizen during the application process. 

"The re-test fee is Ksh1,050 and is processed through the eCitizen Platform upon generation of a system invoice. The Authority does not accept cash payments," NTSA cautioned. 

It further explained that the tests would include both written and oral submissions drawn from the driver training and testing curriculum.

Once completed, the targeted drivers will upload the test through their NTSA accounts, with results released within 24 hours. 

At the same time, NTSA issued a provision for the drivers to resit the test if they failed. The drivers, however, will have to take a refresher course at a driving school of their choice before resitting the test. 

While issuing the directive on April 19, Transport Cabinet Secretary Kipchumba Murkomen was hopeful that it would help reduce road accidents nationwide.
