Activists Issue Demands Over Rogue Police Officers

The International Justice Mission (IJM) in Kenya has condemned the increased cases of police brutality in the country, particularly during the ongoing anti-government protests staged by the Azimio coalition. 

In a statement dated Friday, July 21, the NGO issued seven demands to the government and the Independent Policing Oversight Authority (IPOA) among other stakeholders. The group called for the National Police Service (NPS) to be reformed.

Benson Shamala, the IJM Country Director for Kenya explained that the institution has reached out to the Interior Cabinet Secretary Kithure Kindiki to address the issues raised by Kenyans and various stakeholders including civil society groups. 

The activists called for immediate action asking the Independent Policing Oversight Authority (IPOA) to investigate the cases of extrajudicial killings and serious injuries sustained by Kenyans during the demonstrations staged in various parts of the country.

"IJM is saddened by the death toll of about 30 people as tracked by the media and civil society organizations. We also take note of numerous other Kenyans both police and civilians who have suffered harm as a result of the ensuing violence," read part of the statement.

Further, IJM urged the government to revisit the issue of police welfare including remuneration, mental health, tooling, and kitting.

They also demanded the immediate removal of clandestine police squads from enforcing responses to demonstrations.

Additionally, the NGO urged the National Police Service (NPS) to remind officers of their cardinal responsibility which is to serve and protect, and should any officer be caught using excessive force, they will bear personal responsibility in court. 

IJM also urged the protesters to avoid damaging property while exercising their constitutional right to picket and demonstrate.

"Police officers to desist from killings, maiming, and harassment of Kenyans in line with Schedule VI of the NPS Act – including ensuring medical assistance for anyone injured and reporting any deaths and serious injuries to IPOA for investigations, "IJM demanded.

Conclusively, the activists called for immediate de-escalation in the use of force in responding to demonstrations called for by the opposition.
