Is The Government Broke?

National Treasury Cabinet Secretary Henry Rotich and his Principal Secretary Kamau Thugge are reportedly out of the country on official duty, while the government is facing a financial crisis.

The Parliamentary Budget Committee led by Mutava Musyimi, is set to meet today to discuss the matter that has paralysed services including operations in parliament.

The committee raised concerns over the serious delays by the Treasury to disburse funds to certain government departments, holding up payments for indispensable services like salaries.

“We are concerned by what we are hearing and we would like to get answers from the National Treasury,” said Musyimi on Wednesday.

Despite the absence of the Treasury principals, discussions on the financial problems would still go on as stated by the Budget Committee.

“We will go ahead with the meeting because we have other things to discuss,” said Musyimi.

The crisis has affected the 47 counties, commissions such as the Independent Electoral and Boundaries Commission (IEBC), Ministry of Education, which is yet to release funds for free primary and secondary education, and the Judiciary.

Senator Billow Kerrow, blamed the situation on poor financial planning.“We are not living within our means and we are undertaking so many capital-intensive projects at the same time. Some of the projects already started have not taken off because there is no money, a sign of poor planning,” said Kerrow.

On Monday, Members of Parliament complained about the delay in their salaries demanding to know why Parliament was 'broke' and asked Rotich be summoned to explain what was going on.

“There is a total financial crunch. Staff have not been paid for the last three months and business in Parliament is coming to a standstill,” Ugunja MP Opiyo Wandayi said.

Last Friday the National Assembly had it's power supply cut, over unpaid dues before being reconnected on Monday reportedly after Head of Civil Service Joseph Kinywa's intervention.
