CS Rotich & Other Govt Officials in Court [PHOTOS]

Kenyans.co.ke on Tuesday morning, obtained photos of Treasury CS, Henry Rotich and several other government officials at Milimani Law Courts, awaiting to be arraigned over the Kimwarer and Arror dams scandal.

The CS was presented after he spent the night at Muthaiga Police Station. 

In the photos, the CS appears to be calm but pondering on what lays ahead for him.

On Monday, the CS was detained by DCI officials following Director of Public Prosecutions (DPP) Noordin Haji's directive.

The CS, alongside his Principal Secretary, Kamau Thugge, as well as the Chief Executive Officer of NEMA, Geoffrey Wahungu, presented themselves to the DCI after their arrest was ordered.

They were grilled further on the payment of Ksh20 billion to an Italian firm, CMC di Ravenna, for the construction of the two dams.

David Kimosop, the former Kerio Valley Development Authority (KVDA) Managing Director, EAC PS Susan Koech and Treasury Chief Economist, Kennedy Nyachiro, are also on the list of more than 20 others implicated in the scandal. 

It is not clear yet whether the CS will take a plea or whether he will still be held in custody as investigations go on.

Despite the CS and PS being in court, activities are still running within the Ministry as disclosed by Government Spokesperson, Major (Rtd) Cyrus Oguna.

"There can never be a vacuum in any government office. On who has been delegated the role of ensuring activities are undertaken as required, I can't state as it is the ministry's internal decision," Oguna spoke to Kenyans.co.ke on phone

On September 18, 2018, DCI received complaints on operations at 2 dam projects –Arror and Kimwarer. Investigations revealed that the conception, procurement and payment processes were riddled with massive illegalities.

"Public corruption is a blatant abuse of power. Our message to every law-abiding Kenyan is that we are going to stand by you," Haji stated.
