Male Governors Outdo Ngilu, Waiguru in Hiring Women - COG

Three male governors were on Thursday, July 23, applauded for gender representation in the appointment of County Exectuive Members (CECs).

While issuing the State of Devolution Address 2020, Council of Governors Chairperson Wycliffe Oparanya noted that three governors had 50/50 representation of male and female Cabinet members.

Amason Kingi (Kilifi), Mutahi Kahiga (Nyeri) and Okoth Obado (Migori) was highlight as having gone notch higher in the gender representation in their respective counties.

The county bosses were acknowledged over female-run units of Kitui headed by Governor Charity Ngilu and Kirinyaga Governor Anne Waiguru.

Kilifi's Amason Kingi has appointed five women in his 10-member cabinet.

"This cabinet will be keen on fulfilling all the pre-election pledges that we made to the people of Kilifi County. As a county government, we are precise on what we want to achieve for all residents, a transformed and united County," Kingi affirmed as his CECs took office in 2018.

Nyeri Governor is deputised by Caroline Karugu and has five women leading the Trade, Education and Sports,Health Services, Public Service Management and Gender dockets.

The issue of the gender balance was raised as Members of Kitui County assembly sought to impeach Governor Ngilu.

Among the reasons given by MCAs seeking Ngilu's impeachment was her failure to observe the 2/3 gender rule in her cabinet appointments.

Kitui Assembly Majority leader Peter Kilonzo who was pushing for the motion stated that the governor was the only woman in her Executive Committee ​with​ six men.

This he cited as a gross violation of the constitutional two-thirds gender rule on appointments.
