DPP Orders Prosecution of Bomet Governor Hillary Barchok and Former Governor Wangamati Over Corruption Allegations

The Director of Public Prosecutions, Renson Ingonga, has ordered the prosecution of Bomet Governor Hillary Kipng’eno Barchok and has also directed that files on Kiambu Governor Kimani Wamatangi and Marsabit Governor Mohammed Mahamud Ali be submitted to the Ethics and Anti-Corruption Commission (EACC) for further probe for corruption allegations.

Additionally, the DPP has ordered the prosecution of former Bungoma Governor Wycliff Wangamati on corruption charges.

In a statement on Thursday, August 28, the ODPP stated that Barchok will be charged with a conflict of interest after he received Ksh2,750,000 from companies that traded with the county between the financial years 2019/2020 and 2024/2025.

The ODPP further stated that the governor should be arraigned in court alongside the Director of Chemasus Construction Limited, Evans Kipkoech Korir.

"On 18th July 2025, the ODPP received an inquiry file from the EACC accompanied by a report under section 35 of the Anti-Corruption and Economic Crimes Act, Cap 65 Laws of Kenya," Ingonga stated.

According to the DPP, the governor and Korir should be charged with conflict of interest, money laundering, acquisition of proceeds of crime, and unlawful acquisition of public property.

On the other hand, the DPP has charged former Bungoma Governor Wangamati alongside other county officials for embezzling Ksh70,205,882 through private companies. 

The DPP has said that the former governor and the county officials should be charged with conflict of interest, acquisition of Proceeds of Crime, and willful failure to comply with the law relating to procurement.

For Governor Wamatangi and Mahamud Ali, the DPP claimed that there were evidentiary gaps in their corruption allegation cases that needed to be covered by further investigations.

Governor Ali, alongside the county officials, was accused of unlawfully awarding tenders to six private entities, which amounted to Ksh309,636,772 during the financial years 2017/2016 to 2023/2024.

The EACC had recommended that the governor's county officials be charged with conflict of interest, abuse of office, unlawful acquisition of public property, and money laundering.

On the other hand, Governor Wamatangi, alongside other county officials, was accused of unlawfully awarding "Ksh23,000,000,000" during the financial year 2022/2023, for the supply, delivery, installation, testing, training, commissioning, and support services of the enterprise resource planning system.

The EACC had recommended that the county officials be charged with wilful failure to comply with the law relating to procurement, abuse of office, fraudulent practice in a procurement proceeding, and fraudulent acquisition of public property and acquisition of proceeds of crime.

Wamatangi was also accused of unlawfully awarding tenders to companies associated with him and his family during the financial years 2018/2019 and 2021/2022, during his tenure as the chairperson of the Senate Standing Committee on Roads and Transportation.

The EACC had recommended that Wamatangi be arraigned in court alongside his wife, sister, and other individuals, and be charged with conflict of interest, unlawful acquisition of public property, and acquisition of proceeds of crime.

Ruto Appoints Panel of Experts to Facilitate Compensation for Protest Victims

President William Ruto has appointed a Panel of Experts to spearhead the process of compensating victims of demonstrations and public protests across the country.

In an announcement published in a Gazette Notice on Tuesday, Ruto noted that the panel will seek to implement the Proclamation by establishing a comprehensive framework for identifying, verifying, and supporting affected individuals.

The 15-member panel will be chaired by his Constitutional Advisor, Professor Makau Mutua, with Law Society of Kenya (LSK) President Faith Odhiambo Mony serving as vice-chairperson.

Other members include Kennedy N. Ogeto (Former Solicitor General), Dr Duncan Ojwang’ (who recently rejected Ruto's appointment as Chairperson of the Kenya National Commission of Human Rights (KNCHR)), Naini Lankas, Dr Francis Muraya, Juliet Chepkemei, Pius Metto, Fatuma Kinsi Abass, and Raphael Anampiu.

The technical team will be led by Richard Barno, supported by Dr Duncan A. Okelo Ndeda as Co-Technical Lead, while Jerusah Mwaathime Michael and Dr Raphael Ng’etich will serve as joint secretaries.

According to the notice, the Panel’s mandate will include designing an operational framework to verify and categorise victims, authenticating data from authoritative institutions such as IPOA, KNCHR, and the Ministry of Health, and recommending appropriate reparations. 

Where evidence allows, the panel will also be proposing prosecutions and accountability measures through the Office of the Director of Public Prosecutions (ODPP).

The team will further engage with families of victims, civil society organisations, faith-based institutions, and other stakeholders to ensure that the compensation process is fair, inclusive, and transparent. The team will serve for a period of four months.

"In the discharge of its mandate, the Panel shall have the power to access information and records from any State organ or public office subject to law, as well as require the attendance of any person or institution to provide information or documents," Ruto directed.

"The term of the Panel shall be for a period of one hundred and twenty (120) days from the date hereof, or for such other period as may be specified in the Kenya Gazette."

According to the Head of State, funding for the Panel and the compensation scheme will be provided in line with the Public Finance Management Act and other applicable laws, using auditable payment channels.

The Panel will also be required to ensure transparent accounting, maintain records sufficient for independent audits, and publish anonymised statistics alongside progress updates.

Ruto Declares Katiba Day on August 27 to Mark 15 Years of Kenya’s Constitution

President William Ruto has officially designated August 27 as Katiba Day to commemorate the promulgation of Kenya’s 2010 Constitution.

In a statement on Monday, August 25, President Ruto noted that this day will serve as a reminder to all Kenyans of their duty to obey, preserve, protect, and implement the Constitution.

While this day will be named 'Katiba Day', it does not amount to a public holiday; instead, it will be recognised as a national day.

This means that Kenyans will continue with their normal day-to-day activities even as they celebrate 15 years of the 2010 Constitution and its role in shaping the country’s democratic journey, according to the president.

"Now therefore I, President William Ruto, President and Commander-in-Chief of the Kenya Defence Forces, by the authority vested in me by the Constitution, do hereby proclaim that August 27, 2025, and every 27th day in the month of August forever thereafter shall be observed as 'Katiba Day' in commemoration of the promulgation of the Constitution of Kenya 2010," Ruto stated.

"Katiba Day shall be observed throughout the territory of Kenya and all our diplomatic missions abroad as a day dedicated to renewing our shared commitment to the ideals of the Constitution by fostering national dialogue on our constitutionalism, governance, and the rule of law," Ruto added.

Not a Public Holiday

According to Ruto, while this day will remain a working day, all government institutions shall be required to organise, hold, and participate in civic activities on that day to foster constitutional awareness and civic engagement.

"While Katiba Day shall remain a working day, all government institutions in the three arms of government and the two levels of governance, including schools, shall organize, hold, and participate in solemn civic activities on that Day to foster constitutional awareness and civic engagement," Ruto stated.

Kenya's 2010 Constitution was designed to introduce fundamental political, social, and economic reforms, ending decades of instability under the previous constitution.

The constitution was promulgated by former President Mwai Kibaki on August 27, 2010, after being approved by Kenyans in a referendum on August 4, 2010.

"The 27th of August, 2025, marks the fifteenth anniversary of the promulgation of the 2010 Supreme Law; presenting a unique opportunity for celebration of our Constitution, which is universally acclaimed as one of the most transformative and progressive in human history," Ruto stated.

Kenyans were left in pain after Madagascar narrowly edged out Kenya in a tense quarter-final match of the 2024 CHAN tournament at the Moi International Sports Complex, Kasarani Stadium on Friday, August 22.

The match ended 1–1 after added extra time, before heading to a penalty shoot-out, which the Malagasy won 4–3.

The night had begun with hope for Kenya as they took the lead before the turn of the hour.

The first half had ended in a barren draw before Kenya quickly took the lead after the break in the 48th minute with centre-back Alphonce Omija heading home a superb cross from Boniface Muchiri.

The narrow loss to Madagascar provided a disappointing end to what had otherwise been a historic tournament for Kenya.

The Harambee Stars advanced to the quarter-finals unbeaten, having topped a group that included two former champions, Morocco and the Democratic Republic of the Congo.

Kenya conceded just twice in five matches; however, they struggled to score freely, with all their wins coming from solitary goals.

Kericho Governor Erick Mutai has been impeached by Members of the County Assembly (MCAs) for the second time, following a chaotic session on Friday, August 15, 2025.

The impeachment motion, which was moved by Sigowet MCA Kiprotich Rogony, received overwhelming support with a total of 33 MCAs voting in favour of removing the governor from office.

Chaos erupted in the Assembly immediately after the Speaker confirmed that Mutai had been impeached. Details on the specific reasons for the impeachment and the nature of the chaos are still emerging. 

This marks the second time Governor Mutai has faced impeachment proceedings.

A total of 33 out of 47 MCAs voted in favor of the motion to remove Governor Mutai from office, while 14 voted against it.

The vote, which was conducted electronically, comfortably surpassed the required two-thirds majority. 

This stands in contrast to the governor's previous impeachment attempt, where he was saved at the Senate despite 31 MCAs voting against him at the time.

The special sitting, which was marked by a heated debate, saw chaos erupt in the Assembly immediately after the Speaker announced the results. 

The impeachment motion accuses the governor of gross violation of the Constitution, abuse of office, and mismanagement of county resources.

Governor Mutai was present during the session, accompanied by his lawyers, led by Katwa Kigen. An attempt by the governor's lawyer to have the voting done by roll call was denied.

Following the vote, the Assembly Speaker confirmed that the matter will now proceed to the Senate, where Governor Mutai will have an opportunity to defend himself against the charges.

If the Senate confirms the impeachment, he will be permanently removed from office; otherwise, he will remain in his position.

UDA Aspirant for Malava Constituency Seat Enock Andanje Dies

Former Bungoma High School principal and United Democratic Alliance (UDA) party aspirant for the Malava Constituency seat, Enock Andanje, has passed away.

Andanje passed away on Friday morning in Kakamega County after he reportedly collapsed while attending a widows’ empowerment forum presided over by Prime Cabinet Secretary Musalia Mudavadi.

Reports indicate that Andanje succumbed while being rushed to the hospital after efforts to resuscitate him proved futile.

Witnesses further revealed that the aspirant had just arrived at the event when he developed complications while alighting from his vehicle, prompting immediate intervention from those who were around him.

His demise was confirmed by the Prime CS, who briefly halted the session to announce the politician’s death. 

"While we were seated here, I received news that one of us, Enock Andanje, has died," he said.

Andanje’s death immediately sparked strong reactions from the congregants, who received the news in disbelief, with some taking to social media to mourn the teacher and politician.

The exact cause of his death has yet to be established.

He was one of several people hoping to secure the party ticket and was preparing for the upcoming UDA party primaries, which are set to take place in the coming weeks.

Having taken early retirement as a Chief Principal, Andanje was seeking to represent the Malava constituency following the death of former lawmaker Malulu Injendi in February this year.

Since announcing his ambitious intention to vie for the seat, Andanje has frequently appeared in public functions within the constituency, including the latest event attended by the Prime CS Mudavadi.

Meanwhile, Andanje's death comes just a week after the Independent Electoral and Boundaries Commission (IEBC) announced that all by-elections would be held on November 27 this year.

In a gazette notice dated Friday, August 8, IEBC Chairperson Erastus Ethekon published a list of wards, constituencies and counties with vacant seats.

EPRA Reduces Prices of Super Petrol and Kerosene by Ksh1, Diesel Remains Unchanged

The Energy and Petroleum Regulatory Authority (EPRA) has announced new fuel prices to take effect from August 15.

In its latest review on Thursday, August 14, the authority announced that the prices for super petrol and kerosene have dropped by Ksh1, while diesel remains unchanged.

"In accordance with Section 101(y) of the Petroleum Act 2019 and Legal Notice No.192 of 2022, we have calculated the maximum retail prices of petroleum products which will be in force from 15 August 2025 to 14 September 2025," the statement read in part.

"During the review period, the maximum allowable pump prices for super petrol and kerosene have each decreased by Ksh1 per litre, while the price of diesel remains unchanged."

In Nairobi, super petrol will retail for Ksh185.31 per litre, diesel at Ksh171.58 per litre and kerosene at Ksh155.58 per litre, effective midnight for the next 30 days. 

The drop follows a month of hiked prices that saw motorists pay Ksh186.31 per litre for super petrol, Ksh171.58 per litre for diesel and Ksh156.58 per litre for kerosene in Nairobi.

The new prices are inclusive of a 16 per cent Value Added Tax (VAT) in line with the provisions of the Finance Act 2023, the Tax Laws (Amendment) Act 2024, and the revised rates for excise duty adjusted for inflation as per Legal Notice No. 194 of 2020.

EPRA further stated that the landed cost of imported super petrol decreased by 0.73 per cent, from $628.30 (Kshs 81,201) per cubic metre in June 2025 to $623.71 (Ksh 80,608) per cubic metre in July 2025.

However, the average landed cost for both diesel and kerosene increased by 3.08 per cent and 3.20 per cent, respectively, during the same period.

The weekly bulletin by the Central Bank of Kenya (CBK) had already revealed a global drop in oil prices, with Murban crude oil prices dropping to Ksh8,871 (USD 68.25) per barrel on August 7, a significant decline from the previous week’s  Ksh9,550 (USD 73.52) recorded on July 31. 

The shift in global market sentiment and supply outlook, and subsequent fall in international oil prices, have been attributed to a projected increase in global supply. 

Kenya currently imports all its petroleum product requirements in refined form, and the products are traded in international markets based on a pricing benchmark.

Heavy Military Presence as Aircraft Crashes Into Building in Mwihoko Near Nairobi

A light aircraft belonging to the African Medical and Research Foundation (AMREF) has crashed into buildings and burst into flames in the Dagama area of Mwihoko, Kiambu County.

Reports indicate that the incident occurred on Thursday afternoon while the aircraft was flying over the area. Following the incident, residents quickly rushed to the scene and began rescue efforts.

While the exact number of casualties is yet to be established, reports further revealed that the aircraft was carrying four passengers when it crashed.

Videos and images widely shared on the internet also showed individuals believed to be military officials helping to put out the flames, which had already consumed a significant part of the aircraft.

During the crash, the impact destroyed one of the buildings in the area that had yet to be occupied, as well as an electricity line, exacerbating the extent of the damage.

The exact cause of the crash is yet to be established, with witness accounts indicating that several casualties had been retrieved from the scene.

At the time of reporting this incident, firefighters from Ruiru town in Kiambu County had already arrived at the scene and extinguished the fire.

Eyewitnesses said they saw the aircraft flying low before it crashed to the ground with a bang and immediately burst into flames.

Meanwhile, no relevant government institution, including the Kenya Civil Aviation Authority (KCAA) or the National Police Service, has released an official statement regarding the matter.

The latest development adds to the number of aircraft accidents witnessed in the country since the year began. In a similar incident in January this year, three people died while three others were injured after an aircraft crash-landed in the Chocha area of Malindi town.

The aircraft had just taken off from Malindi Airport when it developed mechanical problems. However, attempts by the pilot to land safely proved futile, and the plane crashed.

Among those killed in the crash were a boda boda rider, his passenger, and a pedestrian who was using the Malindi-Mombasa highway.

Ruto, Raila Appoint Gabriel Oguda to 5-Member NADCO Committee

President William Ruto has appointed columnist and social media commentator Gabriel Oguda to a 5-member committee to oversee the implementation of, among others, the National Dialogue Committee (NADCO) report.

In a statement on Wednesday, August 6, President Ruto confirmed that Oguda and four other individuals would be tasked with overseeing the implementation of the 10-Point Agenda agreed upon by President William Ruto and ODM leader Raila Odinga. 

"Today, 6th August 2025, the Principals announce the formation of a five-member committee tasked with overseeing the implementation of the 10-Point Agenda," the statement read. 

The committee will be chaired by former nominated Senator Agnes Zani, Fatuma Ibrahim, with Kevin Kiarie and political analyst Javas Bigambo also forming part of the five-member team.

The five have been entrusted with translating the political agreement into solid national outcomes through broad-based consultation and engaging stakeholders about the NADCO report. 

Besides the five-member committee, a joint secretariat, which will be co-led by Executive Secretaries from UDA and ODM, has also been established to provide technical and operational support to the committee. 

The Orange Democratic Movement, led by Raila Odinga, also confirmed the appointments through a similar statement, which revealed that the committee's work would kick off immediately. 

The committee is expected to submit bimonthly progress reports to President Ruto and Raila Odinga, with quarterly briefings scheduled for the joint Kenya Kwanza-ODM Parliamentary Group. 

A first sitting for the Parliamentary Group in question has been slated for Monday, August 18.  

The committee's work will then culminate in one final report, which is expected to be released publicly on March 7 2026 -  on the first anniversary of the signing of the MoU between Ruto and Raila.  

On the question of funding, the committee will enjoy financial backing facilitated by both parties to ensure it delivers its mandate without bureaucratic delays.  

Emphasis will however be placed on implementing the NADCO report, which was born at the height of anti-government protests led by Raila Odinga when he headed the Azimio la Umoja coalition in 2023.   NADCO, which was chaired by Kalonzo Musyoka (opposition) and Kimani Iching'wah (Kenya Kwanza) was mandated to hold structured and propose legal, policy, and institutional reforms to strengthen Kenya’s democracy.

EPRA Increases Prices of Super Petrol, Diesel & Kerosene in Latest Review

Fuel prices for super petrol, diesel, and kerosene are set for a massive increase after the Energy and Petroluem Authority (EPRA) announced the latest prices.

In the latest review, EPRA revealed that the prices for Super Petrol, Diesel, and Kerosene increased by Ksh8.99, Ksh8.67, and Ksh9.65 per litre, respectively.

As such, super petrol will retail for Ksh186.31, diesel will retail at Ksh171.58, and kerosene will retail at Ksh156.58 in Nairobi.

EPRA noted that the calculated maximum retail prices of petroleum products will be in force from Monday, July 15, to Thursday, August 14.

In Mombasa, super petrol, diesel, and kerosene will all retail at Ksh183.02, Ksh168.30 and Ksh153.29 per litre, respectively. In the lakeside region of Kisumu, the prices of super petrol, diesel and kerosene were set at Ksh186.15, Ksh171.78 and Ksh156.83 per litre, respectively.

Super petrol in Nakuru will retail at Ksh185.33 per litre. Meanwhile, diesel and kerosene will retail at Ksh170.97 and Ksh156.01 per litre, respectively. In Eldoret, super petrol, diesel and kerosene will retail at Ksh186.15, Ksh171.80 and Ksh156.83 per litre, respectively.

According to EPRA, the average landed cost of imported super petrol increased by 6.45 per cent from US$590.24 (Ksh76,436) per cubic metre in May 2025 to US$628.30 (Ksh81,169) in June 2025.

In addition, diesel increased by 6.27 per cent from US$580.23 (Ksh74,959) per cubic meter to US$616.59 (Ksh79,848).  Kerosene also saw an increase of 6.95 per cent from US$569 (Ksh73,685) per cubic meter to US$608.54 (Ksh78,616).

This might explain the drastic increase in the prices, which might catch many Kenyans by surprise. In previous fuel reviews, EPRA had been reducing fuel prices albeit at a low rate. Few instances of fuel price increase were in small margins.

Even so, EPRA explained that the price of petroleum products was based on global market trends, as Kenya does not produce or refine its petroleum; it imports already processed fuel from other countries.
