Ruto Revokes Former CDF Julius Karangi's Appointment in Latest Leadership Changes in Top Parastatals

In the latest list of changes to the leadership of state corporations, President William Ruto has revoked the appointment of former Chief of Defence Forces, General Julius Karangi.

In a gazette notice dated October 24, President Ruto appointed Ali Wario to replace Karangi as non-executive chairperson of the National Council for Population and Development (NCPD) board.

Wario will serve in this role for a period of three years, commencing on Friday, October 24, 2025.

Karangi served as Chief of the CDF from 2011 until his retirement in 2015, after which he held various other positions, including chair of the NCPD board.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint, Ali Wario to be the Non-Executive Chairperson of the National Council for Population and Development Board, for a period of three (3) years, with effect from the 24th October, 2025 The appointment of Gen. (Rtd.) Julius Waweru Karangi is revoked,” part of the notice read.

In other appointments, Ruto appointed Kirui Limo, a former Kipkelion East Member of Parliament, as Non-Executive Chairperson of the Gambling Regulatory Authority under the Gambling Control Act 2025.

This led to the revocation of Jane Mwikali Makau, who had served since 2022.

The ex-lawmaker's appointment will run for three years, effective immediately.

Ruto, in a separate appointment, reassigned Makau to a new role as Non-Executive Chairperson of the Board of the National Water Harvesting and Storage Authority.

Makau’s tenure will also run for three years, effective from October 24, 2025.

The government also made several leadership changes across various parastatals in the latest round of government appointments by cabinet secretaries including Geoffrey Ruku, Julius Ogamba, Aden Duale, Davis Chirchir, Eric Mugaa, and William Kabogo.

Attorney General Dorcas Oduor also announced the appointment of Ernest Kamau as a member of the Board of Directors of the Business Registration Service Board. Kamau will serve for three years.

At the same time, Oduor also revoked the appointment of members of the Selection Panel responsible for nominating members of the Waqf Commission.
