James Orengo Appoints Cyrus Oguna as Chief of Staff

Siaya Governor James Orengo has appointed outgoing Government Spokesperson Cyrus Oguna as his Chief of Staff.

In a statement shared on Wednesday, October 26, the Governor made the announcement as part of his wide-ranging appointments in the county.

He also nominated individuals expected to serve as members of the County Executive Committee.

They are slated to appear before the the County Assembly of Siaya for vetting and confirmation.

"I have nominated for appointment the following persons to serve in my office with immediate effect in the specified positions subject of conduct of suitability tests.

"On the successful completion of the exercise, kindly proceed with issuance of letters of appointment to the successful persons," read the statement in part.

If successful, Oguna will serve alongside Banjamin Isaya (Director of Governor press), Grace Ongile (Economic Advisor) and Velma Achieng' as Legal Advisor.

Other appointments in the Governor's office are George Oloo Okanda (Political Advisor) and Fred Ojode Owuor (Personal Assistant).

On the CECM front, Orengo nominated Benedict Abonyo to serve as the Finance Minister, Agunda Ochanda (Governance Administration), Caroline Onyango (Water and Sanitation) and George Odhiambo (Public Works).

Others are Sylvester Odhiambo (Agriculture), Edgar Otumba (Education and Youth Affairs), Grace Ogola (Trade and Enterprise), Maurice Otieno (Lands and Physical Planning) and Angeline Otieno to take charge of the Tourism docket.

PS Application

Initially, Oguna, a career military man had applied for Principal Secretary (PS) position after the slots were announced by President William Ruto's administration. 

The Government Spokesperson was among 9154 candidates who applied for the positions in a list of applicants released by the Public Service Commission (PSC). He was, however, not shortlisted.

Out of the 9154 candidates, PSC only shortlisted 585 applicants who are scheduled to face the interview panel.

In 2019, President Uhuru Kenyatta appointed Oguna as government spokesman, replacing Eric Kiraithe.

Prior to his appointment, Oguna served in the Kenya Defence Force (KDF) Public Affairs office and Spokesman for KDF at the onset of the Linda Nchi operation.
