Anne Waiguru is a Suspect - EACC

Former Devolution Cabinet Secretary Anne Waiguru is yet to get off the hook in the probe on the National Youth Service (NYS) Sh791 Million scandal.

The Ethics and Anti Corruption Commission (EACC) on Monday firmly stated that Ms Waiguru was among those who were being treated as suspects, dismissing earlier sentiments that she had been listed as a witness in the NYS scandal.

“The commission never announced the same. It was not a statement from us because we also have officials charged with stating the same," EACC boss Halakhe Waqo said.

Waqo added that they would carry out their investigations from the top to bottom, asserting that they had 18 suspects in the case.

Last month, investigators from the Banking Fraud Investigations Unit were reported to have submitted a file to Director of Public Prosecution (DPP), Keriako Tobiko, listing Waiguru as one of the witnesses in the case.

This comes a week after Waiguru's home was raided by anti-corruption detectives, alongside other senior officials classified as suspects, making it unclear whether she was a suspect or witness as previously claimed.

The NYS scam hit headlines a few months ago when reports revealed that Sh800 Million had been lost after irregular transfers were made from the NYS' Integrated Financial Management System (IFMIS) accounts.

Waiguru went ahead to reveal names of 22 officers recommended for prosecution but continued to receive pressure to resign, as she was the head of the Ministry underwhich the NYS department fell.

She later succumbed to the pressure in November, when she publicly declared her departure from the powerful docket .
