PS Mangiti, NYS Boss Hit With Charges Over Sh 791M Scandal

Director of Public Prosecution (DPP) Keriako Tobiko has directed for the immediate prosecution of Planning Principal Secretary Peter Mangiti, National Youth Service (NYS) boss, Nelson Githinji and 24 other persons linked to the graft allegations at the NYS department.

In a statement released on Monday evening, the DPP listed seven counts on which the officials should be charged. He further ordered the Asset Recovery Agency to initiate proceedings aimed at recovering all assets that were lost from NYS.

PS Mangiti is accused of colluding with Githinji and Businessman Benson Muchemi, to stop NYS Senior Deputy Director General, Adan Harakhe from reporting a conspiracy to steal over Sh695 Million from the department.

The two are also accused of threatening and intimidating Mr Harakhe, warning him of dire consequences if he went on providing information to the Criminal Investigation Department (CID) regarding the multi-million scandal.

The statement further listed 23 other persons who are also to be prosecuted for stealing over Sh791 Million, conspiracy to defraud NYS the stated amount, engaging in organized criminal activity, conspiracy to defraud the NYS of Sh695 Million, making of false documents and abuse of office contrary to the Penal Code of public officers.

Mangiti and Githinji have been under investigation after reports implicated them of being involved in corrupt dealings at the Ministry of Planning and Devolution and at the NYS.

Following completion of investigations, the DPP received files with evidence against the Planning PS and NYS Director General, with Devolution Cabinet Secretary, Anne Waiguru, being listed as a witness in the case.
