IEBC Names Msando's Replacement

The Independent Electoral Commission Boundaries (IEBC) has appointed three senior directors to help streamline electoral processes ahead of the August 9 polls.

In an announcement by the Commission Chairman, Wafula Chebukati, Michael Ouma was appointed as the Director for Information Communication Technology (ICT), a docket that was held by Chris Msando before he was brutally murdered in 2017.

The IEBC also appointed Chrispine Otieno as the Director of Legal Services with Ruth Kulundu taking the position of Deputy Commission Secretary in charge of Operations.

The appointment came just a day after the Commission appointed Hussein Marjan as its Secretary and Chief Executive Officer, taking over the position previously held by Ezra Chiloba.

The death of the previous ICT Manager Chris Msando, who was in charge of the 2017 computerised voting system is still a mystery to the commission.

Msando was found dead in July, a few days before the August 2017 elections. His body was found mutilated and dumped in Thika and the autopsy showed he was tortured to death.

Speaking on his demise, new IEBC CEO Marjan recalled that he was the one who recruited Msando to the commission.

The deceased's wife has also castigated the police over delays in investigating and completing the case which has dragged on for years. 

"I miss you so much. Not a single day passes without me thinking of you and wondering how life would be if you were still with us. Since you have been gone, my love, a lot has changed," Eva Msando penned a letter in 2019. 

In 2020, she asked relatives, friends and well-wishers to pray for his soul. 

"Days have turned into three years since when you were brutally murdered. As for your family, the memory of you will never grow old. Your life to us was a blessing and you were loved beyond measure. We miss you, Chris," Eva eulogised.
